Higher Education Emergency Relief Funds (HEERF)

Delaware Technical Community College has received Higher Education Relief Fund (HEERF) distributions funding as part of the Coronavirus Aid, Relief, and Economic Security Act (CARES) approved in March 2020 and the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) approved in December 2020; followed by the American Rescue Plan (ARP) Act of 2021 in March 2021. A portion of this funding has been allocated to provide Emergency Financial Aid Grants to students. Details on awarding the grants and reporting expenditures are provided below.

Method for Awarding Emergency Financial Aid Grants

Based on the formula below, Title IV-eligible students will receive the full amount of funds for each semester if they were enrolled full or part-time as of the twentieth day of the Fall, Spring and Summer semesters for the 2020-2021 and 2021-2022 academic years.

The amount students receive under CARES and CRRSAA Acts may vary on a case-by-case basis but may not exceed the maximum Pell award amount ($6,345 for 2020-2021, $6,495 for 2021-2022).

To receive an Emergency Financial Aid Grant disbursement, students must acknowledge:

  • They had eligible expenses as suggested in the CARES and CRRSAA Act legislation and other items including, but not limited to expenses related to housing, food, medical, course materials, technology, and child care
  • Students may be required to provide documentation of expenses.
  • Grants cannot be left on students’ accounts to cover tuition, fees, and other balances.
  • Enrolled students with eligible expenses who were not initially identified for an Emergency Financial Aid Grant are encouraged to apply through the College’s supplemental application process. Please contact e-advising to obtain an application.

The Coronavirus Aid, Relief and Economic Security (CARES) Act and Coronavirus Response and Relief Supplemental Appropriations Act allocate funds to support individuals and businesses/organizations affected by the pandemic and economic downturn. The Act includes several sources of funds for colleges and universities, including the Higher Education Emergency Relief Fund.

Delaware Tech has received funds under the CARES and CRRSAA Acts to provide emergency financial aid grants to students for expenses related to the disruption of campus operations due to coronavirus. Eligible expenses include items in the student’s cost of attendance such as food, housing, course materials, technology, health care and childcare.

The criteria to participate in programs include but are not limited to the following: U.S. citizenship or eligible noncitizen; a valid Social Security number; registration with Selective Service (if the student is male); and a high school diploma, GED, or completion of high school in an approved homeschool setting. Students must be enrolled in a degree or certificate program, must be making Satisfactory Progress, sign the statement of educational purpose and not be in default on a Title IV federal student loan or owe a refund on a Title federal student grant or loan overpayment.

Students must logon to the Student Information System to confirm their eligibility for the grant. Students should complete the Federal CARES Act Emergency Financial Aid Grant Acknowledgement Form by September 27, 2022.

Funding from the CARES and CRRSAA Acts will not impact a student’s financial aid package.

After we receive confirmation of your eligibility, the College will prepare to apply the funds to your account. Disbursements of CARES and CCRSAA grants are expected to begin by the end of March. You will receive an email notification when the refund has been processed and should expect funds within two weeks of processing. To expedite the receipt of the funds, students are encouraged to sign up for direct deposit/electronic funds transfer.

DIRECT DEPOSIT/ELECTRONIC FUNDS TRANSFER

You can set up and enter your banking information for direct deposit.

PAPER CHECK BY MAIL

If you do not elect direct deposit, a paper check will be mailed to your permanent home address on file. Please note that checks are mailed by default and may take two weeks to receive. It is crucial for you to make sure you always have your current address on file.

If you have eligible expenses that are above the amount of the grant(s) that you were awarded, you may be able to receive additional funding. Documentation of the expense will be required. Please contact e-advising to request a supplemental funding application.

The CARES Act requires institutions to provide the emergency financial aid grants to students. Your emergency financial aid grant is to be used for expenses related to the disruption of campus operations due to coronavirus. If you wish to apply your grant directly to your outstanding account balance, you must provide written or electronic authorization to the College to apply the grant funds to your outstanding balance.

CARES and CRRSAA Act funds are limited, and the College’s priority is to help as many students as possible, especially those in greatest need, to get through this academic year. If you were not eligible for a grant and were enrolled in at least one of the following: Fall, Spring and Summer semesters for the 2020-2021 and 2021-2022 academic years, you may request a supplemental funding application. Additional documentation may be required in order to consider the request.

CARES (HEERF I)

As provided by the U.S. Department of Education ("Department"), Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), directs colleges in receipt of federal funding under Section 18004 of the CARES Act to submit a report to the Secretary of Education describing the use of funds distributed from the Higher Education Emergency Relief Fund ("HEERF"). Section 18004(c) of the CARES Act requires institutions to use no less than 50 percent of the funds received from Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and child care).

Pursuant to the May 6, 2020 guidance by the Office of Postsecondary Education on HEERF reporting, we are providing details on the use of these funds.

  • Delaware Technical Community College acknowledges that on May 21, 2020, the Certification and Agreement was signed and returned to the U.S. Department of Education. This agreement assures that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus.
  • Delaware Tech received approval to disburse $4,504,200 on May 25, 2020 from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students.
  • The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 6,461.
  • The total number of students who received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act was 5,651 at $4,504,200 as of March 24, 2021 awarded and disbursed.

CRRSAA (HEERF II)

The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020.

  • Delaware Tech received approval to disburse an additional $4,504,200 on March 2, 2021 from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students.
  • The cumulative total number of students who received an Emergency Financial Aid Grant under the CARES and CRRSA Acts represented 5,387 disbursed including the additional $4,504,200 grant funding for cumulative total of $9,008,400 as of April 12, 2021.

ARP (HEERF III)

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021.

  • Delaware Tech received approval to disburse an additional $16,841,702 on July 29, 2021 from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students.
  • The cumulative total number of students who received an Emergency Financial Aid Grant under the CARES, CRRSA, and ARP Acts represented 13,821 unduplicated with cumulative disbursement total of $25,547,965.00 as of December 31, 2023.

HEERF I-III Quarterly Report

Per the Department’s 9/30/21 communication, as institutions continue to utilize HEER funds to safely re-open and build back better, the U.S. Department of Education is putting forth more comprehensive guidance on the technical elements of the quarterly reporting form for institutional funds.
